Any alien who seeks to change his/her status of residence to Permanent Resident shall apply
for permission of permanent residence to the Minister of Justice through the Regional Immigration Bureau.
Any applicant who lives abroad or does not have a proper status of residence in Japan cannot apply for this.
The Minister of Justice only grants for the change of status to Permanent Resident when the applicant conforms
to the following items and his or her permanent residence is likely to be in accordance with the interests of Japan. |
Visiting Japan for short period ・Entry without visa ・Obtaining Temporary Visitor's Visa For obtaining visa to enter Japan ・Certificate of Eligibility System ・Study Visa ・Working Visa ・Working holiday visa (Explained by the Ministry of Foreign Affairs) Permanent resident status Naturalization |

(1) The alien's behavior and conduct must be good; (2) The alien must have sufficient assets or ability to make an independent living. Although it is not mentioned in the Immigration Act, from our past experiences with the Immigration Administration, we find that the applicant must have lived in Japan for a reasonable long period such as 10 years with no interval. However, the following are exceptions and do not require to confirm with the iterms mentioned above: ① Spouses and children of Japanese ② Those who have a Permanent Residence status or those who are Special Permanent Residents described in the Special law on the Immigration Control of inter alia ③ Those Who Have Lost Japanese Nationality on the basis of the Treaty of Peace with Japan.
